Between the v3.08 code and the v4.02 code, there was a change in this section that might disable IP on your router if your LocalTalk IP Forwarding is not configured correctly.

There is one keyword in the [ IP Localtalk <port#> ] that can make the RR3000E cause all computers connected to it to see an IP conflict. This keyword in the older RR3000E code (v3.08 and less) causes no problems, but the v4.02 code sees it as a problem.

[ IP LocalTalk 0 ] 
 	Mode               = Forwarding 
 	ForwardingPort     = LocalTalk  << This is the suspect line of the config
 	FirstIPAddress     = 204.144.171.20 
 	NumDynamic         = 4 

That line should be:

ForwardingPort     = Ethernet0 

Ethernet 0 is the port that has the 204.144.171.0/24 network connected to it. It could easily be "Ethernet1" if the forwarding addresses were based on the Ethernet 1 port.

The other option is to go in with Compatiview v4.8.7 and change the "based on:" port to match the right Ethernet port. Then hit OK and save. It is recommended to use this version of Compatiview so that an older version of RouterView does not make the same mistake that you are trying to fix.
