The ordered agent list does not always run jobs on the first agent.
Build 5.3.1.182 of the Master added a check of the agent's job limit in order to determine if an agent was available for selection from an agent list.
Added new sysval ID 114. Set to (N) in order to ignore the agent job limit when selecting an agent from an ordered agent list. The default is (Y), which means if the agent has reached its job limit, it will check the next agent in the ordered list.
