A. The permissions set on an individual system regulate what a group is permitted to do with that one system in particular.
The permissions set for a group under Administrative Tools > User Administration are TMS-wide settings intended to limit access to features or functionality in TMS.
For example, a user group may be given Booking permissions under Administrative Tools to allow them to schedule calls, but the permissions on individual systems are used to control which systems they then have access to schedule/book.
