A vulnerability in the implementation of the Network Time Protocol (NTP) feature in Cisco IOS Software could allow an unauthenticated, remote attacker to cause an affected device to reload, resulting in a denial of service (DoS) condition.
The vulnerability is due to the improper handling of multicast NTP packets that are sent to an affected device encapsulated in a Multicast Source Discovery Protocol (MSDP) Source-Active (SA) message from a configured MSDP peer. An attacker could exploit this vulnerability by sending multicast NTP packets to an affected device. Repeated exploitation could result in a sustained DoS condition.
Cisco has released software updates that address this vulnerability. A workaround is available to mitigate this vulnerability.
This advisory is available at the following link: https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20130925-ntp
Note: The September 25, 2013, Cisco IOS Software Security Advisory bundled publication includes eight Cisco Security Advisories. All advisories address vulnerabilities in Cisco IOS Software. Each Cisco IOS Software Security Advisory lists the Cisco IOS Software releases that correct the vulnerability or vulnerabilities detailed in the advisory as well as the Cisco IOS Software releases that correct all Cisco IOS Software vulnerabilities in the September 2013 bundled publication.
Individual publication links are in "Cisco Event Response: Semiannual Cisco IOS Software Security Advisory Bundled Publication" at the following link:

Vulnerable Products
A Cisco device that is running an affected Cisco IOS Software release is vulnerable when the following two conditions are met:
- The device configuration includes any multicast NTP configuration commands
- The device has has at least one MSDP peer configured
The show running-config | include ^interface|ntp multicast privileged EXEC command can be used to determine whether the device configuration includes any multicast NTP configuration commands. The following is the output from the show running-config | include ^interface|ntp multicast command executed on a device running Cisco IOS Software that has multiple interfaces configured for multicast NTP:
Router#show running-config | include ^interface|ntp multicast
interface Loopback0
interface Loopback1
interface FastEthernet0/0
ntp multicast
interface FastEthernet0/1
interface FastEthernet0/2
interface FastEthernet0/3
interface FastEthernet1/0
ntp multicast key 61560
interface FastEthernet1/1
interface FastEthernet1/2
ntp multicast client
interface FastEthernet1/3
ntp multicast client
ntp multicast
Router#
The show ip msdp summary privileged EXEC command can be used to determine whether the device has at least one MSDP peer configured. The following is the output from the show ip msdp summary command executed on a device running Cisco IOS Software that has one MSDP peer configured:
Router#show ip msdp summary MSDP Peer Status Summary Peer Address AS State Uptime/ Reset SA Peer Name Downtime Count Count 10.54.54.54 ? Up 00:35:03 0 6 ? Router#
The processing of NTP multicast packets is not enabled by default.
To determine the Cisco IOS Software release that is running on a Cisco product, administrators can log in to the device and issue the show version command to display the system banner. The system banner confirms that the device is running Cisco IOS Software by displaying text similar to "Cisco Internetwork Operating System Software" or "Cisco IOS Software." The image name displays in parentheses, followed by "Version" and the Cisco IOS Software release name. Other Cisco devices do not have the show version command or may provide different output.
The following example identifies a Cisco product that is running Cisco IOS Software Release 15.0(1)M1 with an installed image name of C3900-UNIVERSALK9-M:
Router> show version
Cisco IOS Software, C3900 Software (C3900-UNIVERSALK9-M), Version 15.0(1)M1, RELEASE SOFTWARE (fc1)

Products Confirmed Not Vulnerable
The following products are confirmed not to be affected by this vulnerability:
- Cisco IOS XR Software.
-
NTP is designed to time-synchronize a network of machines. NTP runs on UDP, which is transported on IP. Networking devices running NTP can be configured to operate in a variety of association modes when synchronizing time with reference time sources. A networking device can obtain time information on a network in two ways: by polling host servers and by listening to NTP broadcasts.
This vulnerability has been documented in Cisco bug ID CSCuc81226 (registered customers only) and has been assigned the Common Vulnerabilities and Exposures (CVE) ID CVE-2013-5472

Customers who do not require multicast NTP traffic from other multicast domains can configure an MSDP SA filter to drop the traffic coming from an MSDP peer and sent to the NTP multicast group. The following example shows an MSDP SA filter that will be applied to all MSDP traffic sent to the device from a configured MSDP peer with address 10.54.54.54
access-list 111 remark -- Deny traffic from any source to the NTP multicast group access-list 111 deny ip any host 224.0.1.1
access-list 111 remark -- Allow everything else
access-list 111 permit ip any any
ip msdp sa-filter in 10.54.54.54 list 111
Refer to http://www.cisco.com/en/US/tech/tk828/technologies_tech_note09186a0080093fda.shtml for additional information on MSDP SA filtering recommendations.

When considering software upgrades, customers are advised to consult the Cisco Security Advisories, Responses, and Notices archive at http://www.cisco.com/go/psirt and review subsequent advisories to determine exposure and a complete upgrade solution.
In all cases, customers should ensure that the devices to be upgraded contain sufficient memory and confirm that current hardware and software configurations will continue to be supported properly by the new release. If the information is not clear, customers are advised to contact the Cisco Technical Assistance Center (TAC) or their contracted maintenance providers.
Cisco IOS Software
Each row of the following Cisco IOS Software table corresponds to a Cisco IOS Software train. If a particular train is vulnerable, the earliest releases that contain the fix are listed in the First Fixed Release column. The First Fixed Release for All Advisories in the September 2013 Bundled Publication column lists the earliest possible releases that correct all the published vulnerabilities in the Cisco IOS Software Security Advisory bundled publication. Cisco recommends upgrading to the latest available release where possible.
The Cisco IOS Software Checker allows customers to search for Cisco Security Advisories that address specific Cisco IOS Software releases. This tool is available on the Cisco Security (SIO) portal at https://sec.cloudapps.cisco.com/security/center/selectIOSVersion.x
