Cisco Emergency Responder Version 14 Release Notes
Introduction
Cisco Emergency Responder Release 14 supports the following new features:
Compliance to New Federal Regulations
Cisco Emergency Responder can be configured to provide E911 support to remote teleworker and off-premises users. These users when registering over Virtual Private Network (VPN) or Mobile and Remote Access, can update their location through the phone display or through the Cisco Emergency Responder Off-premises User Page.
Simplified Administration
Support for configuration APIs for Emergency Response Location (ERL) Management, User Management, and associated Cisco Unified Communications Manager settings.
Role based Access Control: Default Standard User Groups like System Administrator, Network Administrator, ERL Administrator, Serviceability, Administrator Utility, and End User. Additional User Groups can be created with defined roles and access.
For more information on the APIs and their configuration, see the Cisco Emergency Responder (CER) API Documentation.
Infrastructure Refresh
Cisco Emergency Responder provides Switch Refresh Utility to simplify Voice LAN Switch replacement, minimizing administrator and logistics overhead, while ensuring E911 support.
Enhanced Security Considerations
-
Cipher Management provides the administrators the control to configure the set of security ciphers allowed for every TLS and SSH connection. This feature allows you to configure the recommended ciphers without breaking the compatibility with other components such as older model phones, or any entity that is securely tracked through Emergency Responder.
-
From Cisco Emergency Responder Release 14, all the certificate related operations are moved from Ipsec to Tomcat certificates. To create a trust between a publisher node and subscriber node, the Tomcat certificate should be exchanged between the publisher and subscriber for any cluster related operations to work.
Any Federal Information Processing Standards (FIPS) or hostname related changes require the same operation procedures.
Version Independent Licensing
Emergency Responder supports Version Independent User Licenses. The Licenses are annuity-style and issued for the subscription term. You can order these V14 licenses through Flex EA (Enterprise Agreement) or Flex NU (Named User—Professional, Enhanced, Access). For more information, see the Ordering Guide.
Emergency Responder 12.x continues to use the version 12.X License.
The licenses are managed on CSSM (Cisco Smart Software Manager). For more information, see the 'Cisco Smart Software Licensing' section in the Cisco Emergency Responder Administration Guide.
Smart Licensing Registration through Authentication based Proxy
Proxy server is updated to include extra authentication measures to register to Cisco Smart Software Manager using authentication based proxy server (HTTP or HTTPS).
Switch Support
Support switch port based tracking for new Voice LAN Switches with Simple Network Management Protocol (SNMP): Includes Catalyst 9300L, Cisco Catalyst 1000 Series, Cisco Industrial Ethernet 2000, 3000, 4000, and 5000 Series Switches, and Cisco Meraki Switches MS120, MS125, and MS355. For more information, see the Supported Voice Ready Lan Switches section.
Simplifying Release Number Scheme
From Release 14 onwards, Cisco Emergency Responder has adopted the single number release plan. There will be no (dot) releases like (dot five) in the past release versions. Service Upgrade releases will be published on top of the main major release 14 through the regular Software Maintenance cycle.
Requirements
Supported Hardware and Software
The information in the following sections discuss Hardware and Software requirements for Cisco Emergency Responder 14. Read these sections before you perform an upgrade.
Required Software
The following table lists required software that you must install to use Emergency Responder.
Item |
Supported Software Release |
Description |
---|---|---|
Cisco Unified Communications Manager |
|
The software that runs the telephony network. |
Web browser |
|
We recommend that you use the latest version for all the web browsers supported. |
Recommended Software
The following table lists optional software that is recommended for use with Emergency Responder.
Item |
Minimum software release |
Description |
---|---|---|
Email server |
Any SMTP email server |
Used to send email notifications to onsite alert (security) personnel. If you use an SMTP email paging server, personnel are paged instead of emailed. |
Supported Phones
The following table lists the different types of phones that support Emergency Responder. The support that Emergency Responder supplies differs depending on the type of phone and the type of switch port to which the phone is attached.
Phones |
Description |
||||
---|---|---|---|---|---|
Phones that are automatically tracked using Cisco Discovery Protocol
|
These phones do not require any special Emergency Responder configuration. However, you must enable Cisco Discovery Protocol on the switches.
|
||||
Phones that you can track using IP subnet
|
To track these phones, you must configure the subnet and then assign ERLs to the configured subnets.
|
||||
Phones that you can manually define or track using IP subnet
|
These phones are supported only if their calls are routed by Cisco Unified Communications Manager.
Cisco Webex client (registered natively to Unified Communications Manager) is represented through the registered Spark RD (Remote Destination) and needs to be manually defined in Emergency Responder for tracking. |
||||
Phones supported for off-premises location confirmation and update with the Remote Worker Emergency Calling feature in Unified Communications Manager 9.0 and later
|
When configured for off-premises use in Unified Communications Manager 9.0 and later, these phones provide displays for off-premises users to confirm or update their off-premises location.
|
||||
Phones supported for Access Point based tracking with Unified Communications Manager 11.5 and later Cisco Unified Wireless IP Phone 7925G, 7925G-EX, 7926G, 8821, Cisco Jabber, and Webex App |
Wireless Access Points need to be defined in Unified Communications Manager 11.5 and later, these phones provide their upstream infrastructure information (like BSSID) through Station Info messages to Unified Communications Manager. Cisco Emergency Responder through AXL Change Notification can track these phones through the associated Access Point. |
Supported Voice Ready Lan Switches
The following table lists the LAN switch models that Emergency Responder supports. A LAN switch model is supported only if the SNMP System Object ID appears in this table, regardless of the LAN switch configuration or software release.
Note |
Emergency Responder requires SNMP Version 1, Version 2, Version 2c, or Version 3 for automatic tracking of Cisco Unified IP Phones by connected switch ports. |
Series (Ethernet Ports Only) |
Supported Device |
System Object ID from CISCO-PRODUCTS-MIB or CISCO-STACK-MIB |

Cisco Emergency Responder 14 Supported Upgrades
Cisco Emergency Responder 10.x and later is supported on Cisco Unified Computing System (UCS) and other virtual platforms only. All existing installations on Media Convergence Servers (MCS) should be migrated to UCS before upgrading to Cisco Emergency Responder 10.x or later.
Direct upgrades to Cisco Emergency Responder 14 are supported only for the following releases:
-
Cisco Emergency Responder 10.0(1) or Cisco Emergency Responder 10.0(2) or Cisco Emergency Responder 10.5(1) or Cisco Emergency Responder 10.5(1a)
-
Cisco Emergency Responder 11.0(1), or Cisco Emergency Responder 11.5(1) or Cisco Emergency Responder 11.5(2) or Cisco Emergency Responder 11.5(2a) or Cisco Emergency Responder 11.5(3) or Cisco Emergency Responder 11.5(4) or Cisco Emergency Responder 11.5(4) SU1 or Cisco Emergency Responder 11.5(4) SU2 or Cisco Emergency Responder 11.5(4) SU3 or Cisco Emergency Responder 11.5(4) SU4 or Cisco Emergency Responder 11.5(4) SU9 or Cisco Emergency Responder 11.5(4) SU10

COP Files Required for Upgrades to Release 14
Emergency Responder now improves the encryption for upgrading files. All COP and ISO upgrade files are now signed with the SHA1SUM hash-based signing tool. SHA-1 is now deprecated and has been superseded by SHA-2 (for example SHA-512).
Post-Release 14, all new COP and ISO files are signed with the SHA512SUM hash-based signing tool.
